A former Kingstree-based county official, Sherrie Wallace Footman, has been charged with embezzlement of public funds, as declared by the South Carolina Law Enforcement Division (SLED). The 57-year-old was formerly employed with the Williamsburg County Water and Sewer services as the office manager responsible for the safekeeping, transfer, and disbursement of public funds.
Footman was apprehended by SLED on May 20 and was transported to the Williamsburg County Detention Center. Soon after her arrest, a bond of $10,000 was set and posted the same day. Footman has been charged with embezzlement of public funds surpassing the amount of $10,000.
According to an issued arrest warrant, Ms. Footman served as the office manager for the Williamsburg County Water and Sewer services between August 2015 to January 2023. She had a crucial role in the safekeeping, transfer, and disbursement of public funds. However, the period between January 2018 to November 2022 witnessed a misappropriation of $150,000.94 of these public funds, the arrest warrant indicates.
The embezzlement allegations against Footman were confirmed through an intricate investigation of financial records and corroborative statements from witnesses, according to related documents. However, the exact way the funds were embezzled remains unclear. Information regarding how Ms. Footman left her county job also remains undisclosed. Moreover, there is no indication about the usage of the embezzled funds.
The embezzlement charge against Footman, a felony, will be prosecuted by the 3rd Circuit Solicitor’s Office. As per South Carolina law, if Footman is found guilty, she could be looking at a maximum penalty of a decade in prison.
