Liberty Hill Neighborhood Takes Steps to Preserve Its Historic Charm

North Charleston – A spirited gathering took place at City Hall as neighbors from Liberty Hill came together to discuss ways to preserve their beloved community from the looming specter of uncontrolled development. With over two dozen residents participating, anticipation hung in the air on September 19th as they listened to the Liberty Hill Redevelopment Group unveil a comprehensive Community Development Plan aimed at guiding the neighborhood’s revitalization over the next decade.

A Unique Neighborhood with a Bright Future

Liberty Hill is a historic Black neighborhood that traces its origins back to 1871, founded by four freedmen. The area flourished in the latter half of the 20th century, driven by the nearby Navy Base which spurred a wave of local businesses. However, the closing of the base in the 1990s left the community in disrepair, as many businesses shuttered. Recognizing the potential and rich history, residents and leaders are eager to ensure Liberty Hill thrives while maintaining its unique character.

The Liberty Hill Redevelopment Group’s proposed plan includes establishing a historic zoning overlay district that would impose specific guidelines on new constructions and renovations. While many residents are on board with the idea, some have expressed concerns about how these restrictions may affect their ability to improve their own properties. With 250 vacant lots in Liberty Hill, leaders worry about the potential for new homes to pop up without adequate oversight, leading to a shift in the neighborhood’s charm.

Community Voices Matter

The community leaders are actively seeking feedback from residents through a survey that questions their thoughts on the zoning overlay. Questions include height and square footage restrictions for existing and newly-built homes. Even though a draft of the zoning overlay hasn’t been presented yet, the emphasis is on fostering a conversation that incorporates the voices of those who call Liberty Hill home.

The Mayor’s office is supportive of these efforts and is backing the push to get Liberty Hill listed on the National Register of Historic Places—a distinction that would recognize the neighborhood independently of the city’s zoning overlay. Mayor Reggie Burgess, who once lived in the area, was present at the City Hall meeting. He expressed a commitment to honoring Liberty Hill’s history while encouraging beautification projects, including plans to restore a beloved local diner.

Addressing Growth Concerns

With the neighborhood positioned near significant developments, such as the planned multi-billion dollar Roper St. Francis campus and other commercial projects, there’s a palpable tension surrounding gentrification. Local leaders like Jerome Smalls of the Liberty Hill Redevelopment Group insist that the growth taking place nearby isn’t necessarily negative, but they stress the importance of planning what Liberty Hill will look like in the years to come.

In the backdrop of this discussion, the rising cost of housing has become a pressing issue. For example, a three-bedroom rental home in the area is currently listed at a staggering $6,000 per month. This stark reality exemplifies why residents are eager to safeguard their community while remaining open to new opportunities that development may bring.

A Collaborative Effort

Valerie Harper-Young, president of the Liberty Hill Improvement Council, remarked on the significance of the zoning overlay in the fight against gentrification. “It helps us as a community to control the narrative,” she said, emphasizing that the goal isn’t to block construction outright but rather to create a controlled environment for development that reflects the neighborhood’s historical significance and character.

As the Liberty Hill leaders move forward, they plan to engage more with residents by going door-to-door to gather input. They recognize that it’s crucial to keep everyone informed and involved during this monumental change that will impact generations of property owners.

Ultimately, the vibrant spirit of Liberty Hill shines through in its residents’ dedication to protecting their history and securing a bright future for their community. As they embrace change while respecting their roots, the neighborhood stands poised for a transformation that honors its legacy.
