Mount Pleasant is gearing up for some significant changes on Highway 41 as plans to widen the roadway get more complicated. Initially estimated at around $129 million in 2016, the project’s price tag has climbed to a staggering $245 million. If you’re thinking these numbers sound familiar, you’re not alone—this hefty increase comes as a result of both inflation and the ongoing impacts of the COVID-19 pandemic.
The widening of Highway 41 aims to expand the highway from its current two-lane structure to three or even four lanes in specific areas. With all the traffic bottlenecks experienced lately, many locals are hoping this will make for a smoother commute. However, it looks like residents will have to be patient as well, with construction slated to kick off around 2026—a full decade after the planning journey began in 2017.
What’s funding this ambitious project? Mostly, it’s backed by the 2016 transportation sales tax along with support from the S.C. Transportation Infrastructure Bank. As one can imagine, with funds increasing alongside costs, careful budgeting will be critical.
During the planning period from 2017 to 2020, the Charleston County team took great strides to engage the community. Over 150 public meetings were held, where concerns were voiced especially from those in the historic Phillips community. Early plans to expand the highway to five lanes were met with backlash due to proximity to homes, leading to critical changes in the design.
After much back-and-forth, a compromise was reached, and in 2021, the County Council unanimously adopted the current plan. Now, the project will involve the addition of two lanes along with a center turn lane specifically in the Phillips community. The effort aims to improve both traffic flow and safety, but some residents still feel uneasy.
In addition to the main widening project, the construction of Laurel Hill Parkway is also on the horizon. This new two-lane road is already raising concerns among those living in the Park West area due to the proposed loss of 12 acres of wetlands. As environmental implications come into play, many are watching this situation closely.
With these lengthy timelines, some may wonder what’s going to happen in the meantime. To alleviate the growing traffic congestion, interim improvements are underway. New traffic signals and lane striping have begun to roll out, specifically intended to enhance traffic flow while the larger project remains in the permitting phase. The initial stages of this interim project kicked off on May 13, with completion expected by November.
According to the construction manager, delays are likely to push the full completion of the project to around 2030. The ongoing interim improvements will help in the long run, but expect the main highway expansion to take several years. For now, folks on the road will have to buckle in and endure the construction chaos while holding on to the hope of a more navigable Highway 41 in the not-so-distant future.
Only time will tell how these developments will unfold, but one thing’s for sure: Mount Pleasant’s Highway 41 is on the brink of a monumental transformation.
