City of Charleston Unveils Active Flooding Mitigation Plan

In an effort to tackle persistent flooding issues, the City of Charleston announced a proactive initiative, the Active Flooding Mitigation Plan, designed to enhance preparedness and response capabilities to severe weather threats. The plan was unveiled by Mayor William Cogswell, with a commitment to provide increased accountability from city government to its residents regarding flood events.

The Active Flooding Mitigation Plan details a series of pre-emptive measures that the city will implement to manage issues associated with rainy-day flooding – a step towards tackling an issue previously lacking a dedicated plan or protocol. The plan will be put into effect 24 to 48 hours before a major weather event, offering ample time for both city services and residents to prepare.

Key Features of Mitigation Plan

The Active Flooding Mitigation Plan’s primary goal is to alleviate the effects of flooding on residents and reduce the strain on first responders. It comprises several key components:

  • Parking Facilities: City parking garages will be opened free of charge before a significant weather event, allowing residents adequate time to park their vehicles on high ground.
  • Flood Preparations: Temporary pumps will be proactively installed in flood-prone areas, and Colonial and Dotterer Lakes will be lowered.
  • Street Closures: Streets and intersections susceptible to flooding will be blocked with barricades before rainfall commences.
  • Storm Drain Maintenance: Storm drains on flood-prone streets will be properly maintained before the onset of heavy rain.
  • Public Alerts: Residents will be informed about potential severe weather and the activation of the Active Flood Mitigation Plan through several channels, including the city website, social media, NotifyMe Text Alerts, and CHS Trash Tracker App.

The alerts will provide details on road closures, city garage openings, storm drain checks, and blockage reports to ensure residents are well-informed and prepared.

In his announcement, Mayor Cogswell emphasized the necessity of community involvement in addressing flooding: “It takes all of us as a community to address flooding, but the city is going to do its part to do better,” he said. “We do need your help. Our city has to live with water in the interim, but we need to be proactive in how we mitigate the risks. My administration has a bias towards action and will always strive to provide residents the high-quality service they deserve.”
