Charleston School District Approves TIF Funding for Union Pier Development

Charleston, SC – The Charleston County School District (CCSD) has approved a crucial funding measure that could transform the Union Pier area on the peninsula into a vibrant hub for the community. This decision came about during the latest board of trustees meeting held on October 28, 2024, marking the culmination of previous discussions regarding the allocation of tax increment financing (TIF) funds.

What is TIF and How Will it Work?

Tax increment financing is a funding tool that allows municipalities to collect property taxes that would typically go to local governments and redirect those funds for specific development projects. In this case, the funds will be used to purchase and renovate the Union Pier, a location that has not contributed to the local tax base until now. This redevelopment is expected to generate over $20 million annually for CCSD, providing essential financial resources for schools in the area.

Board Vote and Community Feedback

The decision to approve the TIF funding was not without contention. In a close vote, five board members supported the measure while four members opposed it. Some community members raised concerns that TIF districts might contribute to housing shortages, as indicated by remarks made by residents during the meeting. Notably, two high school students from an advocacy group, Youth in Action, also voiced their opinions on the need for improvements in local schools.

Community and Economic Impact

The city’s mayor, William Cogswell, expressed optimism about the project’s potential benefits. “I think it will be one of the landmark projects of this generation,” he said. “It has incredible opportunity to be transformative for not just the City of Charleston, but really the region.”

What Will the Union Pier Renovation Include?

Once all the plans are in motion, residents can expect to see a range of public improvements at Union Pier. Proposed features include waterfront access, parks, affordable housing, and additional infrastructure aimed at enhancing the community. The renovation project is considered vital not just for economic growth, but also for public accessibility.

Ownership and Future Plans

The property was previously owned by the South Carolina Ports Authority before its sale to Ben Navarro, the head of Beemok Hospitality Collection. Future plans suggest the site may also be utilized as a cruise terminal, further boosting tourism and local business opportunities.

The Union Pier redevelopment is expected to coincide with The Cooper, a luxury waterfront hotel being developed nearby, set to open in October 2025. According to Courtney Capata, a senior vice president with the hotel group, this new establishment will be the first luxury hotel situated between Union Pier and Charleston Waterfront Park, promising to enhance the appeal of the area.
