The Board of Architectural Review in Charleston, SC: Preserving the Past and Sustaining the Future

Understanding the workings of the local government in Charleston, SC is paramount to the city’s continued growth and development. One of the key components is the Board of Architectural Review (BAR), under the City of Charleston’s planning, preservation, and sustainability branch, along with the Design Review Board.

The BAR operates in two main segments: the BAR-Large (BAR-L) and the BAR-Small (BAR-S). The former handles weighty projects such as Courier Square Phase II, Building I, whereas the latter focuses on tinier tasks, like revamping a church’s front porch.

Role of the Board of Architectural Review

The BAR’s primary role is the preservation of buildings and neighborhoods of significant historical or architectural interest. In other words, they serve to safeguard the city’s unique characteristics. The scrutiny of physical changes or new buildings proposed to historical properties follows the standards established by the Charleston Standards.

Comprehensive Review

The board rigorously examines all new construction, alterations, and renovations visible from public roads. The jurisdiction also covers demolitions of structures south of Mount Pleasant Street, aged 50 years or more. This includes all demolitions within the Old and Historic Districts and all structures on the Landmark Overlay Properties list.

Citizen Involvement in the Process

The citizens of Charleston, SC, can participate in the process in various ways. One of the simplest forms of involvement is attending a meeting. The BAR-Large holds its meetings on the second and fourth Wednesdays of each month, while the BAR-Small meets on the second and fourth Thursdays. Both meetings occur in the Public Meeting Room on the first floor at 2 George St.

For those unable to attend in person, live streaming is available and the recorded meetings are accessible on the city’s YouTube channel for later review.

Preparation and Participation

Preparation for these meetings involves a review of the meeting’s agenda. The issues for discussion are posted beforehand in the Agenda Center. Citizens are encouraged to voice their opinions at the meetings. However, if they are unable to attend, written comments can be submitted. They will be included in the record and shared with the board members.

The delivery address for written comments is 2 George St., Ste. 3100. It’s important to note that they must be submitted before the stated deadline.

The City of Charleston’s Board of Architectural Review plays a significant role in maintaining the city’s unique, historical charm while balancing the need for urban development and growth. This maintains Charleston’s status as a vibrant, alluring city with a rich blend of past and future.
