Exciting news is buzzing around Charleston as the city proudly welcomes Justin Pierce as its new director of Emergency Management! Justin took the reins on December 2, bringing with him a wealth of experience that spans over 20 years in homeland security and emergency management.
Blazing a Trail in Emergency Management
Before making his way to our charming city, Justin served as the Director of Emergency Management for the famed Los Angeles World Airports. Yes, the very airports that saw a flurry of activity as they became one of the world’s top ten busiest airports in 2023! Talk about being at the heart of action!
During his time in Los Angeles, Justin has been a critical player in handling major incidents and events. For instance, he was instrumental in guiding the airport’s response to the COVID-19 pandemic. His leadership skills shined as he spearheaded the planning for the Super Bowl LVI team arrivals, ensuring smooth operations for this high-stakes event. And if that wasn’t enough, he also took significant steps to modernize alert and warning systems, revamped evacuation procedures, and kicked off an impressive $70 million renovation of the airport’s Emergency Operations Center. Talk about making a difference!
Historic Event Management Experience
Justin’s incredible journey doesn’t stop there. From 2016 to 2019, he served as the Deputy Chief of the Preparedness Division for the District of Columbia’s Homeland Security and Emergency Management Agency. Here, he led a range of planning efforts and operations for various emergencies and nationally significant events—think Presidential Inaugurations and even a Papal Visit! His ability to manage and respond to such large-scale occasions speaks volumes about his expertise.
Moreover, he has been on the ground for numerous federally-declared disaster responses under the Robert T. Stafford Act. This legislation helps provide assistance during natural disasters, where Justin has showcased his unwavering commitment and efficiency.

Justin received his Bachelor of Science degree from Virginia Tech University and has further honed his skills through completed programs at esteemed institutions like Georgetown University and the Massachusetts Institute of Technology.
