An outside investigation into claims of a hostile workplace at the Charleston County School District has absolved Superintendent Anita Huggins and other district officials of any wrongdoing. The investigation, which was conducted by external attorneys, found “no basis” for the allegations made against Huggins and members of the district’s administration.

Allegations and Findings

The investigation was prompted by a letter from John Cobb, a high-ranking district employee, in which he accused Huggins and Chief Human Resources Officer Bill Briggman of creating a hostile work environment for him. Cobb claimed that his removal from his position and reassignment to another role was retaliation for questioning the allocation of COVID-19 relief funds. However, the investigation concluded that there was no evidence to support Cobb’s claims.

Ongoing Investigation

While the investigation into the hostile workplace claims has been finalized, another inquiry into the alleged misuse of COVID-19 relief funds is still ongoing. The district has engaged the services of White and Story, LLC to conduct both investigations, with a commitment to releasing the reports to the public once they are available and legally permissible.

Response from Superintendent Huggins

In a statement released after the investigation’s findings were made public, Superintendent Huggins defended her actions, stating that personnel decisions were made in accordance with state and federal laws. She emphasized that while unpopular, her decisions were necessary for the district’s financial health and sustainability.

Concerns and Controversy

Despite the investigation’s conclusions, board member Courtney Waters raised questions about the impartiality of the process, noting that the same firm conducting the hostile workplace inquiry was also investigating the alleged misuse of relief funds. The board’s handling of the matter during a special meeting was marked by tension and disagreement among members.
