CHARLESTON, S.C. – The Charleston County School District has officially announced Anita Huggins as its new superintendent. Huggins recently signed the contract, with Charleston County Board School Board of Trustees Chair Keith Grybowski finalizing the agreement.

Contract Details

Grybowski described the contract as a negotiated agreement following a 5-4 board vote on January 22, offering Huggins the permanent position in the district. Huggins will receive a salary of $275,000, comparable to the previous superintendent, Dr. Eric Gallien.

Board Member Leah Whatley highlighted the thorough interview and vetting process Huggins underwent. However, concerns were raised during a special-called meeting regarding an administrative rule that limits the superintendent’s hiring authority without board approval.

Dr. Carol Tempel expressed dissatisfaction with the lack of full board approval for Huggins’ contract and the restoration of her hiring authority. The decision to remove these restrictions raised questions about transparency and accountability.

Salary Comparisons

Comparing Huggins’ salary to other superintendents in South Carolina, it falls below Greenville’s superintendent, the largest district in the state. However, Huggins’ compensation aligns with Horry County’s superintendent, the third-largest district, based on State Department of Education records.

Background of Superintendents

Huggins, with a master’s degree, started as an intern deputy superintendent in 2022. In contrast, Greenville County’s W. Burke Royster and Horry County’s Rickey Maxey, both with doctorate degrees, have extensive leadership experience in their districts.
